We hide it in unexpected places and wait for the "wwwLaaaHHH!" scream of discovery. Months pass by between turns and extra kudos are given for strategy and imagination. He's been discovered buried in the sugar canister, hiding under a teacup in the cupboard, popping out of the glovebox, and my favourite is when my BIL wired it into the pendant lamp over my bed so I discovered it looking down at me. It glows in the dark. Good luck with your own game of "creeping out your sister". :-) My sister and I have a similar game with a creepy figurine….
